Following from Canton. (Begins):

Addressed to the Governor of Hong Kong telegram No. 133 of November 11th (Please repeat to the Commander-in-Chief telegram No. 39 and Intelligence Centre at Singapore unnumbered) repeated to Shanghai telegram No. 133.

The re-opening of the Pearl River which was unofficially announced for November 9th has been postponed until "about November 20th".

My Japanese colleague assured my United States colleaguo and myself confidentially yesterday that this promise would be kept.
